as far as a local/state level....it's special interest groups that get the laws passed....the super powerful police and teacher unions...and various vocal minority extreme left/right nut groups....and of course the corporate lobbies like the koch brothers antiunion lobby

The problem is that we want politicians to "serve our interests".Most people are too dumb to realize this is an issue though.
