if a piece of electronics has been powered down and has no residual power left inside from capacitors/battery back up, it could survive a emp burst depending on stuff.
now anything plugged in or turned on would fry.

You missed: I have a pacemaker or other medical electronic implant and am effed in the event of a big pulse.

In a large scale EMP attack you have a lot more to worry about, such as who's coming to occupy the infrastructure. In a small scale attack, just get new stuff outside the blast zone, which is where you'll want to be anyways since a bunch of morons will be panicking in the immediate area.

i watched one of those what if shows on the discovery channel and it was covering various end of the world scenarios and one of them is catching the broadside of a solar flare/storm. various experts said it would take 2-3 years just to repair the electrical grid at minimum.
the one statement that stuck with me was "that it only took 4 days for the trappings of civilization to be stripped away in New Orleans after katrina"
