probably because hof voters don't let first timers in is all. They will be in at some point.
what does that have to do with Carter?
not sure on Parcells but is this Carter's second?
OH and Curtis Martin made it in too.
idk I just assumed it was the reason.
The HOF is a popularity contest.
I look at baseball hof as an example. If your a great player and with the Yankees or Red Sox you have a much higher chance to get in then a player from a mid market team.
I'll use my Detroit Tigers as an example. Compare Alan Trammel offensive stats to Ozzie Smith they are pretty much the same except Trammel hit with more power. Trammel and Whitaker were awesome defensively too and won a lot of gold gloves if people kept track of it That duo probably turned more double plays then any other combo in history. Ozzie Smith is in the HOF trammel isnt.
Jack Morris no pitcher in baseball won more games in the 80 then Jack Morris he won a world series as an ace of the staff on 3 different team.
Neither one of those players would ever get in but their stats compare to their counterparts that are already in the HOF.
