Carter is arguably in the top 5 WR's all time. Parcells is one of the best coaches. Makes no sense.

Chris Doleman, Cortez Kennedy, Willie Roaf, Dermontti Dawson, and Jack Butler, all made it in.
Carter and Parcells should be in before any of them.
