If he pays you rent I would just suck it up. However, maybe it is a good idea for him to try and get some subsidized housing so he doesn't keep moving around. Check out and see if there are some tax credit properties in your area that offer reduced rent to low-income individuals. As well, I assume he is a senior so he will qualify to live in 55+ subsidized rentals.
That or build a mother in law suite on the back of your property and get him out of your house.
