I got an ATM card in the mail from BOA. at first I thought it was fraudulent but then I dug a little deeper and found that I had a savings account with 15 cents in it.

The last time I was charged anything for my checking was about 3 yrs ago when they messed up my direct deposit. They fixed it and returned any charges.

In NJ the government just confiscates the account after a couple of years of being dormant.

If you join a CU the majority of them belong to a wider net of CU's around the nation (maybe worldwide, I don't know) that will cash checks for you and do other account maintenance stuff.

they also don't charge ATM fees
