Secondly, not sure about your state but in PA if a cop does that he is REQUIRED to pull you over and issue you a citation. Its not a civil law, but it is one of the rules they have to follow. Basically its there to keep police officers from attempting to intimidate drivers into doing something illegal. Just as I'm not allowed to pull out my handcuffs off my belt in front of an inmate. Its not "against the law" but it WILL get me suspended for intimidation.
