Man, soldiers are killers...not occupiers. Give them a real war to fight or else get them the hell out of there. They shouldn't even be dealing with civilians. U.S. military totally sucks ass at occupations and peacekeeping missions.

In the Roman military they would flog a soldier for this, might even crucify him for bringing dishonor to the legion. That would certainly send a message. Line up all the soldiers and let them watch their friends be flogged in public.
Romans were disciplined, we might learn a thing or two. In the Roman army if you fell asleep at your post, your commander would hand out clubs and stones to the troops and they'd beat you to death with it. Just for falling asleep.

Morality was different then but the Romans did have discipline in their ranks during the height of the Empire. You wouldn't have soldiers sneaking off from the camp drunk to go on killing rampages. If they did, they would be crucified, beaten or flogged.
