I don't even know where the bulk of ACF is going.
ACF4? VN Refugee Board? IGN?
If one of them seems fairly active I will probably stay, but I'm guessing that the community will blow away... like dust in the wind.

Well, considering it appears he is already banned on the IGN side (if you click on his name, it gives an error trying to go to his profile), so I suspect that is the real reason he is "done".
