If you have a hot, you should always use it imo.

Personally I find it one of the easiest ways to take care of dumb DPS:-
DPS gets aggro >> Shield >> Renew >> back to cleaning nails... if DPS dies, tis own fault! I think on the new fire boss (Flamelash), he generates a pool of fire on the ground, its funny to see the DPS stand there and die despite receiving 10-15k worth of health via shield and renew.
Also handy for topping people up between mobs and making sure the tank has some healing when I have to start shielding/healing other people... although I have no doubt I could put it to better use.
One of the many reasons I prefer Priest healing to Pally healing (even though Pallys are nigh invincible in PVP as they stand)

I haven't glyphed or talented Renew, but I use it anyway - not all the time, but when I need to top someone off and the group isn't stopping and my shield glyph doesn't get them there. I will also use it as a way to bolster my normal healing rotation if there is a lot of damage coming in.
