yep. I noticed it on my priest, when I pushed him the last bit from 75ish to 80. He is a miner and was getting something like ... 2000 xp per node ... or such.

Are you saying it should as in: it is in-game currently to give EXP or you are agreeing that it should be implemented?
Because I've been leveling skinning from scratch on my new hunter and not once from 1-330 did I get a lick of experience for it.
