I use several programs, photoshop 5, paint.net, MS picture it 2000, and ulead gift animator.

Depending on if I am on my home computer, or in a lab somewhere, I use what is available. I have actually done some touch up work with just using paint. /snicker. But that is far from very useful.
I find that the often best work has been done with a number of different tools. I am far from a professional, but some of my favorites are PS, Illustrator, ulead and flash fx.
