Bean...I remember when my younger son was that age...we used to joke that I could not have any pictures taken until he was 2! He was running at the age of 10 months and always had 'bumps' on his forehead. I even had to take him for stitches when he was a year old because he ran to pick up his ball in the family room and fell...splitting his forehead wide open on the brick hearth. I was not home for that one...but my husband called me to come home and take our son to the hospital (He could not stand the blood).
Like everyone said...9 months and quite a few months after are prime time...for bumps and bruises. What you describe about your son is not out of the ordinary.
Now onto the topic of your daughter. I am not sure if she tells those stories for attention or to see you squirm but she COULD get you in trouble with that tale. If a child mentioned that to me or I overheard it...as a 'mandated reporter' I would have to report it (even if I felt it had no basis in fact).
I think you need to get to the bottom of the 'WHY' she is saying things like this and then go from there. BEST of Luck...Truly!

My daughter walked at 9 months and always had bumps and bruises and scrapes all over. She once (twice actually) took a header of the kerb and hit her forehead so hard you could see the pattern of the concrete in the bruise >.< But she never cried for more than a few seconds before she was off and running again.
On the other note...my cousin's daughter(7 years old or so) once got send to her room because she wouldn't do her homework, not spanked, probably yelled at a bit but nothing worse than "No you can't watch TV, go to your room until your homework is done". She snuck into her Grandma's room and called 911 and told them that her mother beat her
The police came and investigated. Thankfully the child came out and admitted that she lied but still...scary imo.
