Terrorist scenario.. what would happen..

I stole this idea from die hard II
So this is the scenario.. There's heavy but not dangerous winter weather over most of the eastern US lots of traffic say around x-mas.
And what they do is that they take out most of the air traffic towers in the major airports.
how the hell would that be solved?

My guess is that the military would take over ATC duties to land the aircraft. A lot of planes would probably make emergency landings at smaller or private airfields.

You know most of ATC just controls the order planes come in, pilots have all the physical data needed to land the planes. (military and commercial planes)
but most planes would divert to other airfields possibly military bases as well rest would probably coordinate between each other to get a landing order decided and land anyways.

Planes would be diverted to land at air force bases, which would survive the attacks unless they were on a massive scale and very well organized.

The military and towers not destroyed would take over traffic control. Planes with least amount of fuel land first. Planes are diverted to other fields as necessary. Until order in the air was restored the pilots would decide landing order.

I'm not quite sure what you think this would accomplish. Most of the traffic control isn't actually done inside the tower. They don't even have windows where those people work. 
The tower is there to keep eyeballs on the ground traffic - vehicles and taxiing aircraft etc - the things the radar can't see.
Edit: And as pointed out, military ATC could easily do the job in an event that civilian traffic control was taken out somehow.

Manegarm would stand on the run way naked in the snow with 2 flash lights to flag everyone in. Think theyd rather crash or stay in the air until they run out of gas and then crash. Either way, would be entertaining to watch. Let me know how that works out for you. Perhaps they would consider a remake. So be prepared for the 2nd take and a nice warm cup of coffee cause its gonna be cold
