How does a police department not think it was due to her ethnicity/activism? She was assassinated while driving in her car by someone who apparently just wanted her dead and chased her. That's not exactly normal outside of a movie

She just a young girl ... I dont think she has any power so its highly unlikely the iranian government would put a hit on her.
This is probably a lovers quarrel or mistaken identity or just random bad luck.

Houston has an active street gang problem in some areas.People get shot for turning down streets they don't belong on and for seeing things they shouldn't have often enough that it wouldn't surprise me if that is what happened.If it was an assassination I would assume they would have shot her when she was someplace she was suppose to be not someplace she was at by mistake.
