The L.A. police chief and mayor are still holding to their guns and want to put the wants of unlicensed drivers over the safety of the public. They want to do away with the 30 day impound of vehicles driven by people without licenses because it is unfair to illegals who make up the majority of unlicensed drivers. The chief and the mayor would rather make it easy for them to drive the next day even though unlicensed drivers are 5% of vehicles on the road but cause 20% of fatal accidents. Sometimes supporters of illegal aliens are downright dangerous.

Did some reading on this. Discovered, as I suspected, that you weren't telling the whole story.
The change to the law has to do specifically with the practice of Police of impounding the vehicle of an unlicensed driver at a sobriety checkpoint. In California, and only in California, if you are caught without a license they then tow your car and impound it for 30 days. By contrast, if you get caught driving drunk, you can pick up your car the next morning.
Also, the 20% statistic is a national statistic and is extremely connected to drunk driving. Essentially, the 1 in 5 fatal accidents is the result of some asshat that was properly licensed at some time but couldn't stop driving drunk so over the process of time they have had their licenses revoked.
I would end the practice of the 30 day impound but still allow towing on the spot. Setting aside my aversion to the unreasonable search and seizure that is a sobriety checkpoint, the penalty is incredibly harsh and too regressive. A 30 day impound means a 30 day impound bill, plus court costs and the towing bill. If you can't pay the bill, they auction your car to recover the losses. Imo, it's state sanctioned theft that goes into the pockets of connected businesses. It's pretty appalling.
Please note the distinction I'm making here - tow the car, but allow them to get it back the next day.

Why should they be allowed to get the car back the next day when they aren't allowed to drive it? The reason stated by chief Charlie Beck for this change is that it places an undue burden on illegals, since they can't get a license anyways the goal seems to be allowing them to get back to illegal driving the next day and that is just stupid.

Pretty simple actually. You don't legally need a license to own a car, just to drive one. I personally don't think they have the requisite law behind them to seize property like that for so long.
