Yes in one of the debates he said he would have a permanent colony on the moon by the end of his second term.
Pretty sure of himself.
15 trillion in debt and he wants to find new ways to spend more.

How can he pay for all that? I'm for it of course but lets be realistic.
If you want to cut the budget things like that will have to be cut too

Of course he can pay for it. He plans to use poor people as fuel for the space ships and under his guidance, the US will have an unlimited supply of poor people.

I'm for a space colony too but when you cry about public health care, cry about the debt, advocate zero capital gains tax, expand the military, keep tax rates super low, and then say you can get a space colony going within 8-9 years.... 
The GOP is a joke.
Basically we're killing NASA's budget now so he'd have to expand them like crazy to achieve that. And in that timeframe... realism is thrown out the door here.
