If you can make it through listening to Rachel Maddow, she explains pretty well how he could still end up as the nominee without winning much or anything.
As loopy as he is, I think I'd prefer Obama to have to debate him than anybody else.
I didn't know this exact process of assigning delegates, and this tactic seems sketchy. It's like he's gaming the system.

I'm not a Paul supporter, but our current 'First Past the Post' system is what screws this up in the first place.
"Not winning" something is entirely possible in a sane selection process that is trying to ignore the 'first past the post' framework forced upon it.

Sea doesn;t realize tat the primaries and caucuses are just something for the lamestream media to sell for ratings while downplaying the convention becuase it's to difficult to explain to the masses raised on sound-bites
