I can't stand yappy dogs. I love cats and tend to be mildly allergic to their fur (doesn't that just suck  ). Fish are quiet, but tanks can do bad things if/when they aren't taken care of properly, birds can be crazy loud and obnoxious, etc. I am emotionally in favor of allowing pets, but I'm not sure it is the best overall solution.

I wouldn't live in a complex that allowed dogs. I can only tolerate the critters for short periods.
Ideally, some subsidized housing would allow pets, some wouldn't. But, if those pets in the OP had been there for any length of time, then, I think it's silly to suddenly start enforcing the rules.
