We've been in a cold war with them for awhile now.
Tech theft. Spying and counter-spying. The whole Taiwan tug of war.
We're just in the "3 C's" model with them. Like businesses are. Competitors, AND Consumers.

We're past the cold war mentality. Nowadays countries are ran like businesses and rather than protecting ideologies, everyone is mainly interested on growth of ones own country. Sometimes it requires you to team up with different people than most of times etc but there really isn't allies or enemies.
USA borrows money from china because it benefits USA and China gives USA money because they know USA is good for it and is willing to pay hefty interest to keep their war machine going.
