It is seldom both sides but it is people from both sides. Most often it is somebodies pet project who thinks it is the only good spending in congress. Sadly everyone else thinks the same thing about their projects. The only solution is to remove their spending power for anything but defence. (Defense is not always the miltary but should be directed at our security)
Taxes should be flat and fair, made only to get government the money is needs to function. Everything else should be a state issue. No tax breaks, no tricks, no changing the meaning of words so they cannot lie to the public while using words that are true to them.
Things such as cutting a budget. That should be lowering the amount spent. If they get more money then it is not a cut. If you are taking money from a special program (such as SSI) you cannot claim that the money was not spent, because you put an IOU in its place.

Cant cut social security, medicare, or education
Cant cut national defense
With just those things off the table what the hell can be cut?

There is a dramatic difference between the two sides.
One side (most Democrats) are against any cuts to SS/medicare because people have been paying into it and expect to get what they paid for their whole god damn lives.
One side (most Republicans) are against any cuts to defense because they are cowardly little piss ants who are afraid of brown people.

Democrats are in love with all of their programs. They even love them more than labor. If you are looking to cut budgets employee compensation is first on the list. At the fed level first on the list is defense and Medicare. Long term Medicare liabilities are out of control.
The OAS part of OASDI is fine but needs to be funded differently. Disability needs to be broken off into its own thing. UI needs to be reworked as well.
State and federal aid, ie EITC, Food Stamps, and Medicaid need to be reworked.
The nation has to pursue a more pro production macro economic policy. We can no longer afford to have such large trade imbalances.
The biggest problems tend to be the Republicans who want to cut arbitrarily and want to give huge tax breaks to the rich and the Democrats who refuse to cut anything of substance. I complain about Republicans a lot but we need better Democrats too.

The end result is nothing really gets cut. All both sides do is to suggest stuff the other side protects. This makes both of the bases happy and nobody really is hurt because the bill dies

EITC needs to be eliminated (btw, Bush jr is the one who expanded EITC to it's current ridiculous level)
Food Stamps need to revert to being for surplus food, and not for any damn thing you want to eat.
All health care should be covered by one, single payer system, and everyone (including the young adults who often pay nothing) should be in the payer group.
Oh, and "defense spending" is ridiculous and needs to be cut by 75%.

The problem with the EITC is that it was created without consideration of other benefits available to people. Namely Medicaid and foodstamps or a state EITC. This distorts the economic incentive significantly. All of these benefits should be considered together, including any state benefit.
