I think it will happen eventually. Though I'm not sure it will be three factions. If there are three factions one of them won't be the zerg. Not a lot of individuals within the swarm.

Yeah it might be a bit tricky from a lore standpoint, but they could tweak the zerg a bit and give them some individual flavor.
