It only applies when the President, Vice President, Speaker of the house, or President of the Senate is in a building ...so it wont affect any of the OWS encampments unless one of those people happens to be visiting a building right beside where they are camping AND they decide to block the entrances (something they haven't done ever)
Where it gets troublesome is the G8 or G20 conferences, and that's what it is aimed at from the looks of it. Bad bill, bad law, but not a problem for the vast majority of protests and certainly not a problem for OWS.
