Obama didn't deny the funding, FEMA denied it. They also stated they're "not always the only option." This indicates *gasp* other options for aid that are available.
Obama could probably override it by declaring a disaster, but if FEMA says it's not necessary, why should he? Besides, it makes no mention of when the letter was sent, whether Obama had gotten it already, and whether or not he'd made any choice regarding the matter. Talking about how it's Obama's fault doesn't really fly until he actually has put some direct input into the situation.

Obama is not a bad president its just he and all politicians including republicans need to learn how to spend less money and live within their means.

Bush cranks up his Huricane machine and destroys the entire South East.
RWN categorically state it was local governments at fault, the executive branch shouldn't be involved, every excuse in the book.
A little twister busts up a few mobile homes and the RWN's are all up in Obama's shit...
