There is no point in negotiating with someone who has no intention of changing their behavior. All you do is make yourself appear weak, naive and stupid.

It is a circular problem, the NK's launch the rockets to get the West's attention so they can get more food aid so in a way the rockets are feeding the people.

They can't afford to test a rocket. Their people are starving because NK is shortchanging them on basic necessities to pump up their military.

Exactly, and our willingness to give them food alleviates their need to provide it themselves.

I'd argue that the West is the one that is financing their atomic and rocketry programs through this subsidy.

I haven't paid that much attention. I thought the deal was they'd stop the nuclear stuff if we ship them food?

Whenever they want something or feel ignored they threaten something and occasionally go through with it knowing they will get more concessions. The last time they did this was in 2009 and they still claim they put a satellite in orbit.
