Why get mad about one kind of political theater and not the other?
The executive budget is the starting point. It wasn't even complete by Obama's admission. Tax reform for example was left out.
The executive budget helps establish a lot of the bureaucratic necessities like establishing a current services budget. The legislature (CBO) may tweak that but for the most part the executive budget is meant to get this work out of the way so that Congress can focus on policy. The executive will suggest a lot of policy that will not be accepted. Guaranteed. But they are able to use this to start conversations on issues.
Pretty much 90% of the work the legislature does is building their own budget. It is their job to create their own. To adopt the budget whole would be giving away their power. It would be stupid.

The president's budget is used as the starting point. That's what the vote was for. There was no need for democrats to vote for it when it was definitely not going to get any support from Republicans, so instead of tying themselves to anything in his budget they just stayed away. It's not a big indictment either way because it was a non starter from the beginning anyways. The Republicans will make something up on their own and it will be passed on a party line vote.
