They want to enable intelligence officers to identify who an individual or group is in contact with, how often and for how long.

They will be allowed access to that info without warrants. IF they wish to get more info (content of messages, etc) they need the warrant.

It has been working towards this for the better part of two decades. The sharpest decline came under the Labour Party rule.

I find it interesting that many of the biggest offenders are conservative states, even though conservatives decry this type of action as being terrible.

Is it less of an offense because it's a state-run law enforcement rather than the federal government? I don't personally see a distinction...

The better tech gets, the more people get plugged in, the more various government agencies will convince themselves its ok to invade people's privacy through that tech. I don't think it has much to do with any point on the political spectrum other than in terms of the justifications expressed for the invasions.
