in usa the ones at fault wouldve lost their business, got massive fines and maybe their own meme's at 4chan

in China they would just be shot, the illegal factory burned and the town razed.

To think, there are people out there who believe that the kind of regulation which would prevent, or at least punish this sort of behavior is a bad thing.

In China people continue to do that stuff because they are protected by powerful people in the government. If there is a big scandal or their patron loses political power then they suffer. There was a similar system of political patronage in the Soviet Union and also in Nazi Germany. Dictatorial police states are known for their rampant corruption.
