Closest is Demon Fang Neck of the Dracolich
or LDN if you're on Mid
Or, you can try use EDS in the Jewel slot and then find something similar to your old Jewel for the Neck slot - that's how I sometimes try to change things

Public Awareness Necklace is the BP/glass necklace on Hib.
Check also the dragon drops buyable with scales that are dropped by any mob in epic zones.

There is also good stuff in Epic Dungeons (Galladoria on Hib) that you can buy with alternative currency (Galladoria roots on Hib) dropped by red?/purple con mobs of the dungeon. Check ZAM for them HERE
