Yes, they are excluded - only quests you can solo.

No magic crafter leveling button on Pend. 
Worried that 500 Tradeskill Tool quest will run into trouble with the Quest Hub changes.
Hey - can a CSR give me the 500 Tradeskill Tool quest without having to level up a crafter?

What if you get stuck in what appears to be a broken quest in a hub, will you get credit as if you finished that hub?
Specifically in Caer Ulfw. there is the quest that puts a blue dot on the map at a tent near by. You're supposed to meet someone there to send them off on their first patrol, K-something forget the name. The person isn't there, I've checked back numerous times to no avail. I just finished everything I could in that hub and moved on.
Naturally I will send that in as a bug.
Speaking of bugs: The Epic for Prydwen appears to be broken as the quest giver won't talk to me even though she has a quest indicator over her head. Same for Caer Ulf. where I'm supposed to walk into a strange light that I can't seem to see/find, certainly not around the red dot on the map.
