I think I did, I cleaned off all decal folders before I tried reinstalling it

well a week on this and no solution I think I am done. I have tried everything and still can't get passed that error code:2350. Thanx for all the help and suggestions all!!!

You probably need to manually remove the interop assemblies from your Global Assembly Cache. There's not a really easy way to do that, though.
Windows installers are pretty much garbage.
