You should be fine installing everything to the default directory then. Try uninstalling decal and then manually deleting the decal3.0 folder under program files and then reinstalling decal.

still have a red x on decal fileservice, no dll
and it still doesnt show up ingame
sigh

Go to add/remove programs and uninstall buff me. Then reboot, then reinstall it.

i remembered that there was a microsoft update also. so i did as every one said again, then also re-installed the updates.
