I hate to say it, but if you're serious about playing AC with decal, you may want to get Win7 or XP. Seems like everyone forgot Vista was even around and completely skipped over making things compatible with it.
I ended up finding an old copy of xp just because of all the small, aggravating problems that are always present when running on Vista. Even with a perfect install and everything working almost like it should, it'll never work 100% correct. I fought it for a year and finally broke down. And i'm fairly adept at working out problems.

Uninstall Decal then Install again but run the decal install as administrator.
Change the properties of the follow so that they run as administrator.

Just for the record, I'm still running a desktop here with Vista32, and with AC/Decal. This box has been running now for over 4 years. It's the last one running Vista for me now. At peak, a few years back, I was running 3 boxes with Vista32(and 64) running AC/Decal. All cases have zero problems.
I know this is no answer to the problem .. other than to say that it is possible.
