Is Sunday 7pm-9pm or Sunday 2pm-4pm a better slot on the radio?

One program I listen to from 2-4 is moving to 7-9 and he seems to think this is a move up but it doesnt seem like it to me. I mean I am much more likely to be listening to the radio during the day on a Sunday than at night and it just seems to me like there would be fewer people listening at that time...
Is 2-4 or 7-9 a better slot on Sunday Radio?

What time zone?
If its est I'd prefer the 7-9, there is a lot of football on during the day.
I listen to the radio a lot, Sirius most of the day at work.
