they very well could have. genetics of offspring isn't necessarily limited to whats on display with the parents, and the upbringing of such a child could be taken out of the hands of the parent.

There is a place near where I live called the Dejarnette Children's Asylum. The doctor (Joseph Dejarnette who ran Western State Mental Institution) who it was named after was a big influence in the eugenics programs in the early 1900's. Supposedly influenced the sterilization programs of Nazi Germany. Not sure if Virginia has apologized or paid up for what it allowed to happen in the state.

well of course...but some of the went so far as to blame the state for their current life being ruined because a relative was sterilized.
