My guess is not all taxpayers want to pay for these phones so hard to blame them. I don't think many are against Universal Healthcare, I am not, but some of us are absolutely against Healthcare we can't afford. The blame lies with our elected officials that are ignorant enough to say things like "we have to pass the bill so that you can find out what is in it".
