This was the vanguard problem -- they changed too much and ended up with thrown together instead of simply working on the systems they had a year before release.

After playing around with it, the new system is pretty good though. I don't know how Runes worked before, because they weren't in the beta, but getting something new every level, be it a rune or skill, is pretty cool.
