No, it's not. Abstinence is 100% effective when it occurs, but it is far less likely to occur. We're battling hormones from millions of years of evolution that really, really want to procreate. Abstinence-only programs have always failed; just ask Bristol Palin.
We're not only talking about unmarried "sluts." We're also talking about "good christian" married couples that you're asking to not do the nasty. (Stuff in quotes is put into rudely pejorative terms that resonate with the mouth breathers on this issue.)
EDIT: Clarification... the article is about unmarried women, but the contraception issue I juxtapose over it concerns all types of couples.
Abstinence is a matter of human willpower, and therefor is 100% effective if people don't want to have kids. If abstinence fails, it means their willpower failed and they made an active decision to have children. It's win/win for people and society as a whole.

Forget abstinence. The simplest solution is to stop subsidizing bad behavior. And I know it seems cruel and harsh, but if government were to stop fulfilling the financial role of these deadbeat dads you would be amazed at how fast the marriage rate would climb and the pregnancy rate would plummet. The only way to start to piece our social fabric back together is to bite down hard ignore the cries of "oh think of the children the poor victims in this" and force people and families to take on their own responsibilities.
