It's basically something that repeats back what you say, except on a 2 second delay. For some people, this causes great difficulty talking. Others can get used to it pretty quickly.
It's not something that silences whatever sounds come out of your mouth (which would be awesome).

Anyone who's talked to someone on a hands-free set has already been through this. It is annoying to hear an echo but hardly speech jamming. Or maybe I just like the sound of my voice.
