think of it as a finger size, mine not yours, spring roll
lumpia wrappers instead of spring roll or egg roll wrappers
really really really good
i will make them and then freeze them in batches.
take them out, let thaw the fry them up

In my experience, it's Filipino cuisine. Because of the large presence of Filipino folks in/around Naval bases, there were always lumpia at events we attended when I was growing, as well. Here on the west coast, it's very easy to find.

The Navy is the only reason I was aware of the term. As you said, lots of Filipino guys in the Navy, lots of lumpia at every party and holiday gathering.
