Another thing to try -- use a different power cord from the power supply to the video card. Most power supplies have extra connections -- even if this means using one of those little cords that take 2 of the smaller power rails and turns it into the larger one.

Also move any cards that are close to the video card to other slots to give it more room to breathe.

!!!Update: I swapped my old 8800GT and it's still making the same noise, but just not as loud. I just loaded up AC and it is making the exact same noise it was doing with the other card! So it looks like it's not the card (which is what I was suspecting). I have to get to bed but I have an extra power supply that I'm going to swap out and see what happens then. So for sure it looks like the power supply or mobo?

On a side note, whenever I try to use the front USB port on the case, it causes the computer to restart as soon as the metal USB connection makes contact. Not sure if that is somehow related or is another issue entirely.

Edit: Jezza, I feel stupid. I'm pretty tired and as a result forgot to plug in the connector to the video card. I didn't see it. I edited it out.

its hard to say, you could easily have jostled the board and whatever is making the noise when you changed the cards out, make sure you don't have some stray wire hanging into a fan too, those will make gawdawful noises.

Another update: I tried a different power supply and launched AC. It's doing the same thing. The noise seems to be coming from the area around the video card. So, if it's not the video card, power supply, or RAM, then it must be the motherboard (possibly a bad capacitor?)?

You should probably let a nerdy friend take a look. It's pretty obvious that you have no idea what you are doing so any advice I'd give would probably result with you sticking peanut butter between your toes.
