yeah, common problem with cosplay 
shes not terribly far off though, not as bad as some i've seen. most of the best cosplayers are asian though which usually means small boobs. i think the reason its so common for anime to have epic tits in them is that the japanese are hard up for more boob than they're getting. genetics can be a bitch sometimes lol
