i have a working, but deactivated Verizon Motorola Razr v3 that i want to have turned into basically a toy - unable to make calls and unable to dial 911, is there a means or method by which to do that?

Toy like prop or toy like you can do menus and stuff? Easiest would be to yank the battery.

911 will work even without a SIM. The only way to stop it is to turn off the radio, like airplane mode, or somehow kill the antenna or radio internally. Fiddling inside would be a lot of work for modern cell phones though.

its a razr v3 flip phone, older model - want to turn it into a toy for a 2 year old.. might have to dig in and fiddle with the antenna

Yeah as long as you have a signal with any carrier a 911 call will be routed. It is the same with land lines. Even if you don't have service you will have a dial tone and can call 911.
