Seems excessive but a reasonable theory. I wonder if he was actually arrested or just detained for a few hours. Would be interesting to read the police report.

I am not going to say that the cop went overboard and we all better stand up for our rights vs. police brutality, but you could see that the guy was harassing the cop and the cop was telling him to back off. Cop or not, if some dude is in my space, giving me the business while I am trying to do my job, which in this particular instance also just happens to be keeping of the peace, then the guy deserves to be shoved back out of the way and even arrested for stopping an officer from performing his duties.

The shout and the shove DO look a bit sudden and excessive in that clip. However, you have no way of knowing how many times he's already told him to back up or what they've been arguing about and for how long. From the tone of the camera operator's voice over, these could easily be guys who have been pissing and moaning at these cops for half an hour already.
