that is because modern society labels it as taboo. if we are functioning adults, then we have learned how to successfully repress urges or desires, due to the influence of the society. now when these trappings of society are stripped away, looting, riots, general mal-content happens. example pick any sub-saharan country.
its really only in the western type nations mainly NA and the EU, where this mentality has taken hold.
it started with the child labor reform movement, this started the mentality of sheltering children and allowing them to "explore" the world until well into young adulthood.

You are probably pretty young yourself though. When I was in my teens I though 17 would be old enough for any guy of any age. As I have gotten older that's changed. Even 27 is much too young for me to be interested in.
