Sorry if this is OFN, but I didn't see it in any of the patch notes.
I'm level 37 and I just paid my trainer 10g to get my dual spec. Not sure what the minimum level is now but the price has gone down yet again.

I paid for Dual Spec on 7 characters at 1,000g then 2 characters for 100g and 1 for 10g
