Question about EU Account and US Serial

Looking to get a serial for a buddy, but, he is EU and I am American. Do I need to get a European version of the game for him or can he use the American version to use his account?

No idea? Where does he live? (like what country?) I would guess he probably needs a EU version if he's in Europe. We do have some guys from Europe on these boards...where are yous posts?
