What are the rules for using any of the bazillion images you can lift off of the net?

Got a wild follicle up my anal region and I think I'll make a few.
I have an idea for a screen shot off of EVE online, I don't think that's a problem.
But what about something like this that I lifted from somewhere on the net?
If I doctor it up with gimp and make it into something that gets your approval as
an icon, is this ok?

I made a post about this awhile ago, but I don't remember everything I said.
Basically we use images under the Fair Use or Parody Copyright Laws. In instances of Celebrities or High profile individuals we are not required to pay royalties to them. However someone does own the copyright to the image and if they ever came here and asked that IGN take their images down then they would have to.
