Buying lottery tickets is too complicated.
I should be able to buy a years worth of $1 chances (one per drawing) at one time, and get a nice email or phone call whenever I win something. I'll even let you hold my crappy $2 winners towards a discount on next years purchase.
Instead I don't buy any at all.

Private business has quite a lot to do with the lack of innovation in the lottery field. They essentially have monopoly power. You have to reform the politics and incestuous relationship between the lottery committees and the private lottery vendors if you want real progress made.
