I don't think it's safe regardless.
Make yourself a hamburger out of store or butcher bought ground beef. Let it sit out until it gets cold and it still tastes fine. Now, let a MuckDonalds cheeseburger get cold for an hour and it tastes like rotten, rancid meat. Probably like black penis.

If you buy frozen preformed patties of hamburger, chances are you are eating "food" prepared using ammonium hydroxide. Same with those preformed chicken nuggets and patties they sell in the freezer section of most grocery stores. TV dinners? Yep. Hot dogs? Yep. Bologna? Yep. Cheap cuts of meat are crushed and and macerated to get rid of the gristle and toughness, and such meat is often (actually almost always in the US at least) treated with ammonium hydroxide to inhibit bacterial growth.
As to the pink slime (AKA mechanically separated beef) no hamburgers in the US have been made from it for many years, because it's been outlawed for use in this country. You can't make food meant for human consumption out of it.
But you can still buy mechanically separated chicken and turkey and pork and whatever the hell other animals they feel like using.
